It would be great for cities to collectively develop an open sourced mobile application (for iPhone, Android, Blackberry, etc.) that could be used for free.

I get a lot of feedback from govts just starting out in Govt2.0 that they are reluctant to try FB because it offers no automated archiving capability. Need an app for that!
Use a tool like IdeaScale to crowdsource ways to improve local government.
The Municipal Association of SC gave an Achievement Award to a project in Clemson, SC that used a GPS system to streamline the collection of debris. Using a PDA and GPS tracking, crews can note debris that needs to be collected.

I think a municipal photo library would be a very useful tool.
The library could contain photos of municipal activities & assets in varying conditions. I'd envisage that photos uploaded to the library should be released to the public domain.
Not sure if this exists or not, but it would be great for cities to collaborate on planning & development standards through a Wiki with a voting mechanism. Of course this will vary by geographic area, but there are some development standards that are compatible across geographic lines.
There should be a master list of what types of data local government should be expected to provide along with formats, metadata, accuracy, etc.
